Know all men by these presents that I Philip Wingate of the County of Sussex & State of Delaware, being conscious to myself that the holding my fellow men in perpetual slavery is contrary to the laws of God, and the unalieable Rights of mankind Therefore for these good Causes and weighty considerations I the said Philip Wingate for myself my heirs and assigns forever, doth hereby discharge and set free my Negro woman Rose, to be free the Twentieth day of October One Thousand eight hundred and Twelve, and I thereby for myself my heirs Executors Administrators and Assigns Warrant and defend the freedom of the aforesaid Negro woman Rose, hereby Emancipated against the claim or claims of all and every person or persons, whatsoever, claiming or that shall claim, said Negro Woman, or any Right or title to her after the date above Mentioned, as witness my hand and seal this Philip Wingate {seal}

Sussex County Sst Be it Remembered that Personally appeared before me the Subscriber one of the Justices assigned to keep the peace, in and for the County afsd. Panter Laws the Subscribing witness to the within manumission and being duly sworn on the holy Evangels of Almighty God, deposeth and saith that he saw Philip Wingate sign seal and deliver the within written manumission, as his Act and Deed, for the uses and purposes therein mentioned, In Testimony whereof I have hereunto set my hand and Seal the Twentieth day of October 1812.
