Know all men by these presents, that I Henry Carter of Kent County in the State of Delaware Hath by these presents manumit Emancipate liberate and Set free and at full liberty a certain Negro man named Charles Carter the Slave of me the Said Henry Carter and I do hereby declare that from and after the date of these presents that the Said Charles Carter Negro Shall be deemed and Considered a free man and shall be caplale of enjoying all the rights liberties and priveledges that a free Negro or Mulatto may or can enjoy by the Constitution & Laws of the Said State of Delaware. In witness whereof I have here unto set my hand and affixed my Seal the 11th day of December A.D. 1817. Henry Carter {seal}

Kent County Sst: Be it remembered that on this Eleventh day of December in the year of our Lord one thousand and Eight Hundred and Seventeen the above named Henry Carter appeared before me James Schee one of the Justices of the peace of the State of Delaware for Kent County and did acknowledge the above Manumission as his act and deed for the use and purposes therein Mentioned. In Testimony whereof I have hereunto set my hand affixed my Seal the day and year above written. James Schee
