To all people before where these presents may come, Know ye that, Whereas I Charles Conner of Duck Creek Hundred, Kent County and State of Delaware did on the fourth day Of April last past purchase a certain Negro Girl called Phebe of David McKimmy of the County aforesaid, with the Resolution of Setting her free, whenever She by her Service Should Repay unto me the Sum Princapal and Interst that I Gave for her Viz twenty five Pounds Current money of this State upon Interst from the date. Now therefore Know ye that I do by these presents manumit set free Liberate and forever discharge from Slavery, the above mentioned Girl Phebe after the fourth day of April which shall be in the year one thousand eight hundred and two 1802 Signed Sealed and acknowledged this 25th day of May 1796.
